Branding means grabbing words and territory for ourselves within the mental universe. For instance, "avant-garde." Who "owns" that term? With what writers is it identified? Is its use for some styles of them anachronistic?
My thesis is that any attempts to promote underground/outsider writing should have labels/brands ready to go, beyond "outsider" and "underground," which in the bigger picture weren't/aren't good enough.

A new label or brand is a good idea, but what would that be? Underground/outsider writing is so varied and fits into so many categories what could it all be called?
My idea is that the brand(s) relate more specifically to the writing (or writings) itself.
My take on branding in this context is that any new fiction publishing company would need to have a branding strategy in place for its editorial focus, especially since the editor would be relatively little-known.
How to build and market that brand would be 2 of the obstacles to overcome.
